Fixed Rate Offers
Fixed Rate Offers (FRO) are available to landholders with high biodiversity conservation values on their land in certain parts of NSW wishing to enter funded in-perpetuity conservation agreements.
Successful landholders will receive fixed rate offers payments for agreed conservation management actions ($ per hectare, per year). The current schedule of rates is available on this page.
How do I know if I’m eligible?
To be eligible for a fixed rate offer, the part of your land that you wish to have considered for conservation needs to:
- Be in the area of the fixed rate offer shown on the map on this page
- Have a minimum size of 50 hectares proposed to be conserved and managed for biodiversity.
- Contain threatened species and / or habitat for threatened species (you do not need to know if you have these types of plants and animals to submit an Expression of Interest (EOI) for a site assessment; the BCT will determine if you have these plants and animals during the site assessment).
- Be in moderate to good ecological condition (this will also be determined by the BCT during the site assessment).
The BCT would like to work with landholders to conserve threatened ecological communities and important wetlands and recognise these may exist in smaller patches. If the part of your land that you wish to have considered for conservation is in the area of the fixed rate offer
- AND a) contains an identified threatened ecological community(s) the minimum size requirement is 20 hectares,
- OR b) contains an identified wetland there is no minimum size requirement (the presence of these conservation assets will be confirmed by BCT during the site assessment).
How do I participate?
Landholders in an eligible area can apply to participate by sending a completed Expression of Interest (EOI) for a site assessment to the BCT. A Schedule of rates, Map of eligible areas, Expression of Interest form and Guide for Landholders, are available on this page.
EOIs for in a Fixed Rate Offer can be submitted at any time.
The BCT will assess Expressions of Interest (EOIs) in batches throughout each financial year.
Expressing an interest does not create a binding obligation to proceed with participating in an agreement.
For sites that are eligible and ranked highest in priority landscapes, BCT field staff and ecologists will work with the landholder to identify the environmental values on the site, identify the potential conservation area and identify agreed conservation management actions.
How do I receive a fixed rate offer?
Following the site assessment, eligible landholders will be provided with a conservation management plan, based on the discussions during the site assessment, and invited to apply for a fixed rate offer.
Once the BCT receives all applications, it will further evaluate the sites, and landholders that own sites with the best value for money will be provided the opportunity to enter into an in-perpetuity conservation agreement.

Landholders in an eligible area can express interest in a FRO at any time. BCT will assess EOIs in batches throughout each financial year.
